{"id":2545,"date":"2025-03-17T18:43:36","date_gmt":"2025-03-17T18:43:36","guid":{"rendered":"https:\/\/fittedin.org\/fittedinwp\/?p=2545"},"modified":"2025-03-17T18:49:34","modified_gmt":"2025-03-17T18:49:34","slug":"justice-denied-and-disgraced","status":"publish","type":"post","link":"https:\/\/fittedin.org\/fittedinwp\/2025\/03\/17\/justice-denied-and-disgraced\/","title":{"rendered":"Justice Denied and Disgraced"},"content":{"rendered":"\n<p>By Satish Sekar \u00a9 Satish Sekar (March 17<sup>th<\/sup> 2025)<\/p>\n\n\n\n<p><strong>A Murder Most Foul<\/strong><\/p>\n\n\n\n<p>In March 1996 Karen Skipper was brutally murdered in Cardiff \u2013 she had gone out to walk her dogs, along Birdies Lane. Her dead body, stripped from the waist down. was found tied up with her dogs\u2019 leads in the nearby River Ely.<\/p>\n\n\n\n<p>It was a particularly cruel murder \u2013 one where her family were denied the reason she was killed as her killer, John Pope, has never explained his actions. It is, of course, Pope\u2019s right to refuse to explain his actions as he claims that he is innocent, but his method of protesting his innocence leaves much to be desired.<\/p>\n\n\n\n<p>Pope took a most disreputable option \u2013 he hoped to establish a reasonable doubt for himself through his lawyers by attacking the character of Karen\u2019s estranged husband, Phillip, who stood trial for Karen\u2019s murder. Phillip Skipper was acquitted in 1997. He died of stomach cancer in 2004, calling on the authorities to reopen the case and find the real murderer. That happened in 2009.<\/p>\n\n\n\n<p><strong>The Second Welsh Vindication Case<\/strong><\/p>\n\n\n\n<p>The Lynette White Inquiry was the first vindication case in Britain. It was followed by the Damilola Taylor Inquiry and Lesley Molseed Inquiry. The second Welsh vindication case was the Karen Skipper Inquiry, which was one of the strangest, as it involved a trial and retrial and two appeals, during which the perpetrator, John Pope, was tried, won an appeal, got a retrial, got convicted again and lost the second appeal, so he is currently in prison.<\/p>\n\n\n\n<p>Pope had a tariff of 19 years imposed on him twice. That meant that both trials resulted in tariffs where the judge did not impose the maximum they thought could be imposed, as there were no credible mitigating factors and the judges had failed to include allowing the innocent Phillip Skipper and his family to suffer wrongful accusation and character assassination as an aggravating factor, let alone a serious one.<\/p>\n\n\n\n<p><strong>A Largely Unheard Voice<\/strong><\/p>\n\n\n\n<p>The Karen Skipper Inquiry is the next of the vindication cases that will be considered by the Parole Board \u2013 it needs to be observed carefully given what happened in the first vindication case. Former Detective Chief Superintendent Kevin O\u2019Neill led the investigation that brought Lynette White\u2019s real killer, Jeffrey Gafoor to justice.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" width=\"1024\" height=\"763\" src=\"https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-1024x763.jpeg\" alt=\"\" class=\"wp-image-2523\" srcset=\"https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-1024x763.jpeg 1024w, https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-300x224.jpeg 300w, https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-768x572.jpeg 768w, https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-101x75.jpeg 101w, https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2-480x358.jpeg 480w, https:\/\/fittedin.org\/fittedinwp\/wp-content\/uploads\/2025\/03\/image2.jpeg 1170w\" sizes=\"(max-width:767px) 480px, (max-width:1024px) 100vw, 1024px\" \/><figcaption>Kevin O&#8217;Neill<\/figcaption><\/figure>\n\n\n\n<p>What would he like to see happen in the parole application of John Pope over the murder of Karen Skipper \u2013 bearing in mind that Phillip Skipper is no longer alive to have his say?<\/p>\n\n\n\n<p>\u201cCertainly, I\u2019d like to see the process conducted in a way that you have highlighted and \u2013 highlighted in a way that we feel it hasn\u2019t been transparent,\u201d O\u2019Neill told me exclusively.<\/p>\n\n\n\n<p>\u201cIt hasn\u2019t been consistent. I\u2019m not well cited on the case and to me, it matters not that that individual is dead now. There will be those who have been adversely affected by it.\u201d<\/p>\n\n\n\n<p>O\u2019Neill went on to compare it to the experiences suffered by those involved in the Lynette White Inquiry.<\/p>\n\n\n\n<p>\u201cMany of the family have died in relation to Lynette\u2019s murder, so it was always \u2026 there\u2019s a context of how this went and how it was like at that time and how it impacted people\u2019s lives.
